Although poverty has decreased rapidly during the last decades, thanks to growth and specific policies, it remains a subject of concern. As such, poverty is only one aspect of an unbalanced growth process that is becoming a source of alarm, including at the topmost levels of the state. It is well known that the floating population is currently in the order of to million individuals, despite the Hukou system that restricts migration and makes it costly. This raises several important questions. To what extent is migration a solution to poverty in rural areas?

Rapid and uncontrolled migration created by the population moving from rural to urban areas causes serious problems from the viewpoint of labor markets. Increases in rural-urban migration flows is contributing to a larger urban labor supply. This increasing labor supply has produced an increasing urban unemployment rate and a deterioration in the quality of employment, as it is evident from the increased informal employment rates. One of the most distinctive features of the economies in developing countries is the fact that more than half of workers are employed in the urban informal sector. Urbanization and informal sector are joint and rising trends in these countries.

My main finding for urban policy and planning practice is the documentation of the relevance and value of South—South comparisons of urbanisation processes for development. Funds for the research for this paper have been provided by the Paul E. The problem may be a different one in these two schools of thought, but it leaves us with an enduring lacuna where global South intellectual understandings and conceptualisations of urbanisation processes as they intersect with globalisation would otherwise drive scholarly analysis.
